ALL IRELAND SENIOR HURLING CHAMPIONSHIP 2014 – 2016
TIER 1 – LIAM MAC CARTHY CUP
Counties Participating
The following Counties shall be eligible to participate in this Championship:
In Munster Championship – Cork, Tipperary, Waterford, Clare and Limerick.
In Leinster Championship – Kilkenny, Galway, Dublin, Wexford and Offaly.
Provincial Qualifier Group –
In 2014, this shall consist of the following Counties: Laois, Antrim, Westmeath, Carlow and London. In 2015, the number of Counties in this Group shall be reduced to four and shall remain at four for later years.
The Central Competitions Committee shall review the list of counties to be included in the Provincial Group every three years after 2016. In the relevant years, the Central council shall approve the list for the following year’s Championship at its meeting after September 30th.
Stages
(i) Provincial Championships
Provincial Championships at Quarter final stage onwards shall be on a Knock-Out Format. A Round-Robin Format may not be used.
For the purposes of the Liam Mac Carthy Cup (Tier 1), the Provincial basis shall be:
(a) Munster
(b) Leinster, in which Galway and any other Qualified non Leinster County shall participate.
The Counties in the Provincial Qualifying Group shall each play the other Teams in the Group on a Round-Robin basis with finishing positions to be determined in accordance with Rule 6.20. The Games, based on a Draw, shall be played on a Home or Away basis. The top two Teams shall qualify for the Leinster Quarter Finals.
If either of these top two Teams should win their Quarter Finals the Team(s) they beat will be relegated to the Provincial Qualifying Group and the winning Team(s) go into the Leinster Championship Quarter Finals for the following year.
Counties that are not qualified to participate in the Liam Mac Carthy Cup, may not participate in the Munster or Leinster Championships.
An Ulster Championship shall be organised in which Antrim shall participate, but the Ulster Championship shall not lead to qualification for the Liam Mac Carthy Cup.

Format 2014 (for 7 Teams)
Preliminary Round
Two Teams shall be drawn from an Open Draw to play each other. The first Team drawn shall have Home Venue. The Winners shall qualify for Round 1. The Losers shall go to Qualifier Round 1.
Round 1
The Preliminary Round Winner and the five Teams that did not play in the Preliminary Round shall play in three Pairings (Three Games). An Open Draw shall determine the Pairings. If the Preliminary Round Winner had an Away game in that Round, it shall have a Home game in Round 1. The Winners of the three Games shall qualify for the Semi Finals. The Losers of the three Games shall go to Qualifier Round 1.
Qualifier Round 1
The Losers of the Preliminary Round and Round 1 shall play in two Pairings. Subject to the avoidance of a Repeat pairing, an Open Draw shall be made to determine the Pairings. Where the Pairings, based on the Draw, allow, a Team that an Away Game in Round 1 shall have a Home Game in Qualifier Round 1; otherwise the first Team drawn shall have Home Venue. The Winners shall qualify for Qualifier Round 2. The Losers shall play a Relegation Play-Off.
Qualifier Round 2
The two Qualifier Round 1 Winners shall play each other. If one of the Teams only had an Away Game in Qualifier Round 1, it shall have a Home Game in Qualifier Round 2; otherwise a Draw shall be made to determine Home Venue. The Winners shall qualify for the Semi Final.
Semi Finals
The three Round 1 Winners and the Qualifier Round 2 Winner shall contest the Semi Finals. Subject to the avoidance of a Repeat Pairing, a Draw shall be made to determine the Pairings.
Final
Format 2015 (for 8 teams)
The Format shall be as for Tier 2 – Christy Ring Cup above.
Promotion and Relegation
2014 – The two Qualifier Round 1 Losers shall Play- Off. The Losers of this Play-Off shall play the Tier 4 – Lory Meagher Cup Winners to determine Promotion or Relegation, with the Winners of this Game Qualifying for the Nicky Rackard Cup and the Losers for the Lory Meagher Cup in the following year.
2015 – The two Round 2B Losers shall Play-Off. The Losers of this Play-Off shall be relegated to Tier 4 Lory Meagher Cup for the following year. The winners of the play off shall play the Lory Meagher Cup Winners to determine Promotion or Relegation, with the Winners of this Game Qualifying for the Nicky Rackard Cup and the Losers for the Lory Meagher Cup in the following year.
2016 – The two Round 2B Losers shall Play-Off. The Losers of this Play-Off shall play the Lory Meagher Cup Winners to determine Promotion or Relegation, with the Winners of this Game Qualifying for the Nicky Rackard Cup and the Losers for the Lory Meagher Cup in the following year.
Tier 4 2016 is affected.
