That County bye-law 3(j) is changed to read:
County Communications/Marketing & IT Committee: It shall consist of the County Communications Officer, Communications Officer Coiste na nÓg Loch Garman, and between four and seven other named members (one of whom shall act as Rúnaí), nominated by the Management Committee for appointment by the County Committee. It shall consist of between six and nine members.
Its functions shall be in accordance with Riail 3.18 (x and xiii) T.O. 2024.

Re.: Wexford Town Inter-Club Transfers
The Catholic Parish Boundary as obtained on 1 January 1972 and as determined by the County Committee under Riail 6.2 T.O. 2025 shall continue to be the accepted catchment area for the purposes of transfers in Wexford Town.
2. Subject to the Exceptions below, or unless otherwise exempted by the CCC, a player, including underage and adult, must continue as a member of the Wexford Town Club of which they were a member of on the 1 November 2022 (2025). This Bye-Law is to remain in force until 1 November 2025. (2028 )
Exceptions:
A member of a club in Wexford Town whose permanent Residence is currently outside Wexford town may transfer to the club in whose Catchment Area they permanently reside.
A member of a club in Wexford Town who satisfies the CCC that their Permanent Residence has changed to the Catchment Area of a Club outside Wexford Town may be granted a transfer.
A member of a club in Wexford Town who wishes to return to their First Club may be granted a transfer. First Club is defined as per Riail 6.3 T.O. 2025: When a player first legally participates in Club Competition with a Club (including a Club within an Independent Team) at Under 12 Grade or over (including Go Games) organised by the County Committee or one of its Sub-Committees, that Club becomes the player’s First Club.
An adult who did not play for any club in Wexford town club for 1 calendar year may make an application and be considered for a Transfer – for Wexford town only.
A Youth Member (i.e. a player who participates in a Club Competition at Under 12 Grade (including Go Games) up to and including Minor Grade) who did not play for any club in Wexford town for 1 calendar year may make an application and be considered for a Transfer – for Wexford town only.
In special circumstances, including situations brought about by domestic or family matters, health related situations or where extenuating matters arise, a transfer application to which neither club involved objects can be subject to assessment by an Arbitrator prior to submission to the CCC for final decision. Similarly, a club may refer a transfer application to the arbitrator for assessment where they feel extenuating circumstances may apply.
The Arbitrator shall be nominated by the Wexford Town Clubs for the period of the byelaw and ratified by the County Committee.
The decision of the Arbitrator on whether to refer a transfer application to the CCC shall be final and accepted in good faith by all clubs in Wexford Town. Where a Transfer Application has been referred to the CCC from the Arbitrator, other Bye-Laws shall not prevent the CCC from granting the transfer.
Where a transfer is granted under (iii), (iv), (v) or (vi) above the transferred player must remain with that club for a period of no less than 3 calendar years.
In circumstances where a club cannot field a team at Under 14, 16 or 18 the Arbitrator, as specified in (vi) above may make arrangements, subject to CCC approval, to facilitate the players concerned within their own age groups. Such arrangements may include transfer/ temporary transfer for a specified period.
An Adult member whose club does not field a team or is unable to field a team will be a free to apply for and be granted a transfer to another club within Wexford Town.
All transfer applications made under paragraphs (i) to (vi) inclusive and, (viii) or (ix) above shall be submitted in accordance with transfer deadline regulations as set out in Bye Law 8.

Motion 3
The following be added Bye Law 9 – Grading of Clubs and Players:
A Player who has not celebrated their 18th birthday prior to January 1st of the Championship will have free grading in the adult championship until the knock out stages. This exception permits the player to play only one championship game per week-end only. Coming on as a substitute constitutes as a game, so if the player comes on for any short time in a game, that is his only game time for that 7-day period. However, he may only partake in one grade of championship in each code in a seven-day period (Friday morning to the following Thursday night.) If the player plays up a grade one weekend, they will be permitted to return to a lower grade the following weekend.
A player availing of this rule who plays for a club’s first team may not play, at any stage, with a club’s third team for the remainder of the championship year pursuant to Code 10.8 T.O 2025.
A player availing of this rule who play’s for a club’s second team may not play, at any stage, with a club’s fourth team for the remainder of the championship year pursuant to Code 10.8 T.O 2025.
Team sheets will be checked, and any breach of rule will result in disciplinary action.
Penalty
On a proven Objection: Award of Game to Opposing team.
On an inquiry by the Committee-In-Charge: Forfeiture of Game without Award of Game to Opposing Team, or Fine, depending on the circumstances.
The second team which the player fields on is the one to be penalised in the case of the exception.
Glynn Barntown and Sarsfields GAA Club
Motion 4
To amend the Wexford GAA Byelaws, Section 8, Wexford Town Inter-Club Transfers as per the attached document*
Proposed amendments are stated in bold in the attached document.
The referenced map from Wexford County Council will be provided in advance of Convention.
Wexford Town Inter-Club Transfers
The Catholic Parish Boundary as obtained on 1 January 1972 and as determined by the County Committee under Riail 6.2 T.O. 2024 shall continue to be the accepted catchment area for the purposes of transfers in Wexford Town.
The boundary of Wexford Town shall be the Municipal Boundary as obtained on XXXX date from Wexford County Council.
A club shall be deemed to operate in Wexford Town if all or part of its catchment area lies inside Wexford Town Municipal boundary. In relation to a club that operates both in and outside of Wexford Town, only persons seeking to transfer to/from that club, that are resident inside the Wexford Town Municipal Boundary or resident within a Wexford Town parish (where that parish extends outside of the Wexford Town Municipal Boundary), shall be subject to Wexford Town Inter Club transfer byelaws.
Subject to the Exceptions below, or unless otherwise exempted by the CCC, a player, including underage and adult, must continue as a member of the club that operates in Wexford Town Club of which they were a member of on the 1 November 2025. This Bye-Law is to remain in force until 1 November 2028.
Exceptions:

That Bye Law 12 – Club Age Grades amended as follows:
12 CLUB AGE GRADES
Adult
A Player shall have celebrated their 17th birthday prior to January 1st of the Championship Year.
and that the following be added Bye Law 9 – Grading of Clubs and Players:
iv. A Player who has not celebrated their 18th birthday prior to January 1st of the Championship Year is restricted from playing in both an Adult Championship or League Match and an U18 Championship or League Match within a 46-hour period (from starting time of matches).
A Player who has not celebrated their 18th birthday prior to January 1st of the Championship Year is restricted from playing an Adult Championship or League Match if they did not play in their previous U18 Championship or League Match (irrespective of Code) before the Adult Championship or League Match except if they could not play due to suspension or if they did not play in their previous U18 Championship or League Match (irrespective of Code) and their Club’s involvement in that competition has finished by 7 days or more. No other reasons such as injury, holidays, etc. apply as an exception to this restriction. If a player only plays one code, the restriction only applies to having played their previous U18 Championship or League match in that code.
The penalty for breach of this rule shall be as follows:
On a proven Objection: Award of Game to Opposing team; or
On an inquiry by the Committee-In-Charge: Forfeit of Game without Award of Game to Opposing Team or a Fine.
The Adult team with which the Player fields with in breach of this rule is the team to be penalised irrespective of which game was played first.

That Bye Law 9 – Grading of Clubs and Players be amended so to insert the following into the Exception outlined in Part (iii) of the Bye Law in respect of regrading during the Adult Club Championship:
A Club may not apply to regrade players if such a request, if granted, would result in having less than 15 players graded to play at that grade from which the players are requested to be regraded from.

That Bye Law 9 – Grading of Clubs and Players be amended so as the Exception outlined in Part (iii) of the Bye Law increases to five players that can be to be regraded during the Adult Club Championship on the basis as allowed for in the Bye Law.

That rule 8.4 (Page 109) of Appendix 4 THE CLUB CONSTITUTION of the Official Guide Part 1 be amended to remove “Note: “Other Business” does not include the appointment of Managers/Coaches/Selectors of teams which is the business of the Executive Committee of the Club.” and read as follows.

Any player turning 18 on or after the 1st of January of that calendar year will be eligible to play adult football and hurling. All relevant bye laws should be amended accordingly.
Ballygarrett GAA Club
Motion 12
Any adult hurling or football team (Excluding U21) that gives a walkover in championship is automatically relegated to the next grade down for the following year and replaced with next best team from lower grade.
Ballyhogue GAA Club

A player is eligible to play for his club adult teams when he turns 18.

Should a team be deemed by Coiste Cheannais na gComortaisí Fixtures to have breached match day Protocols as set out in the Clár an Lae for County Final Day, a fine will be imposed on the offending club

A player with a sole code club may not play in any competition with a dual code club.
However, a player who plays with a sole code club may play with another sole code club in the opposite code i.e.. A player who plays hurling with a sole code hurling club may play with a sole code club in football.
Please note that Rules and Bye Laws relating to permanent residency must apply in order for the above to happen (see below)
TheCatholic Parish Boundary as obtained on 1 January 1972 and as determined by the County Committee under Riail 6.2 T.O. 2025 shall continue to be the accepted catchment area for the purposes of transfers in Wexford County.
Transfer decisions shall be made in accordance with Rule, Code and Bye-Law. A Transfer may only be granted if the player is Permanently Resident, as defined in Rule 6.2 T.O. 2025, in the Catchment Area of the Club they wish to transfer to or if the player has an Other Relevant Connection to the Club to which they wish to transfer to.
Otherwise, Riail 6.4 T.O. 2025 will apply.

Isolated Player
A player from a Club that does not have a hurling/football team at their age group or adult level, may apply to the County Committee for permission to play hurling/football, in that grade, with an alternative club in the County.
Permission will only be granted for 1 year playing season.
The CCC shall process such applications (which must be submitted no later than 1 March in any year) and make a decision on the application.
A Player aggrieved by the decision of the CCC will have the right to a hearing at the County Hearings Committee meeting whose decision shall be final. An underage player may be accompanied and assisted in making their case at such a hearing.
Restrictions
A Player’s application must initially be to a neighbouring club. However, in the event of the neighbouring club/clubs not being in a position to accommodate such a request the option shall be open to them for application to another club within the county.
All players must then revert back to their original Club once playing season is over.
The host Club may only accept a maximum of 2 players in any grade/code for that year. A County Committee may make alternative arrangements in the interests of the promotion of Hurling /Football

Motion 16
In the event that the motion allowing 18-year-olds to play in adult games is passed, the Adult Central Competitions Committee (CCC) and the Underage Central Competitions Committee (U18 CCC) shall collaborate with a structured liaison process to ensure coordinated scheduling and policy alignment.
– Further, the U18 Championship shall remain unaffected by any adult-team fixtures or decisions arising from the motion; no adult-match scheduling or outcomes shall infringe upon or take precedence over U18 fixtures. In the event of any scheduling conflict, U18 fixtures shall take priority.
Notes
This motion is conditional on the passage of the motion permitting 18-year-olds to participate in adult competitions.
If the referenced motion does not pass, this motion shall have no force or effect.

Motion 17
Introduce the following amendments to bring into effect sanctions for dissent by players and mentors at all underage levels for hurling from Grades U12 to U18 to bring them in line with the provisions that exist in Football.
Dissent by players
Proposal is to align the penalty for breach of rule 6.4 in hurling with the penalty that exist for Gaelic football for underage grades up to U18
In summary the new sanction will replace the current 13m advantage with a 30m advantage and the player will be sanctioned with a black card for ten minutes but can be replaced during this time.
The existing rule reads
6.4 To show dissent with the Referee’s decision to award a free to the opposing team.
Penalty
The free puck already awarded shall be taken 13m more advantageous than the place of
original free puck, up to the opponents’ 20m line.
Further dissent on an occasion shall be considered as a breach of Rule 6.1 and shall be penalised accordingly
The proposal is to replace the penalty with the following:
Penalty
The free puck already awarded shall be taken from a place 30m more advantageous than the place of original puck – up to opponents’ 20m line. In a situation where the resulting free puck is on the 20m line there will be no restrictions on the defending team in respect of the number of players allowed on the goal line.
The Further dissent on an occasion shall be considered as a breach of Rule 6.1 and shall be penalised accordingly.
In addition – Order the offender off for ten minutes in the Sin Bin by showing the offender a Black Card. The offending player can be replaced immediately by a Temporary Substitute for the duration of the ten minutes. In these circumstances, the following acts shall not count as substitutions under Rule 2.3(i) and(ii), Rules of Specification:
The use of the Temporary Substitute fora player instructed to leave the field.
The return to the field of play of the player who was ordered off as a direct replacement for the Temporary Substitute.
The return to the field of play of the player who was ordered off as a replacement for any other player if the Temporary Substitute has previously been sent off or substituted.
Dissent by Mentors/team officials
Proposal is to introduce additional provisions by way of match day sanction to deal with Misconduct from team officials in Hurling, which will align with the penalty that exist under rule 6.7 for Gaelic football for underage grades up to U18
In summary the new sanctions will introduce an additional free puck to be awarded against the offending team on their 20m line.
As no rule 6.7 currently exists in hurling the proposal is to give effect to a rule similar to rule 6.7 which applies in Gaelic football applicable at all underage grades from U12 to U18.
6.7 For a Team Official to commit any one of the following Misconduct at Games by Team Officials infractions contrary to Rule 5, Rules of Control:
Category Ia.2 To challenge the authority of a Referee, Score Umpire, Line Umpire or Sideline Official.
Category I a.3 To threaten or to use abusive or provocative language or gestures to an opposing player or team official.
Category II a.1 To use abusive language to a Referee, Score Umpire, Line Umpire or Sideline Official.
Category IVa.1 Minor physical interference with (e.g. laying a hand on, pushing, pulling or jostling), threatening or abusive conduct towards, or threatening language to, a Referee, Score Umpire, Line Umpire or Sideline Official.
Category Va. Any type of assault on a Referee, Score Umpire, Line Umpire or Sideline Official.
Additional Penalty on the day to those prescribed for the above Infractions in other Rules:
A free puck on the offending team’s 20m line at the centre of the scoring space. Note; There will be no restrictions on the defending team in respect of the number of players allowed on the goal line.
